What does it mean when a betta fish is nose down at the bottom of a tank?

I changed our betta fish into a actual tank and out of a bowl today. Ever since i have put him in, he has been at the bottom nose down and tail up. Is this a bad thing? Is it possibly that "new tank syndrome"? If so, i would like a explanation of what it is exactly. Thank You. ~ CG
