Why Not Use a Cold Air Intake?
Many people will spend lots of money before looking at the some the simplest ways to improve a car. There are several little-known but great simple and inexpensive ways to squeeze extra power out of your engine.
Performance chips, performance exhausts, and sport air filters are all easily installed and offer several advantages to the engine. It receives improved horsepower and torque with no loss to the fuel economy. An even simpler way to enhance your engine's performance is a cold air intake. Without costing a cent to install it offers myriad benefits.
A cold air intake moderates the temperature of air that the car takes in. By decreasing the temperature, it allows cooler and denser air to permeate the engine and hence empowering it to function optimally by creating its ideal atmosphere.
Additionally, it can make the engine bay look much nicer and gives it a resonant and powerful sound and distinguishes it from a generic stock car. As the aesthetic value of the intake is important to many customers, manufacturers now offer it in several colors including red, blue, silver, and chrome.
Naturally, there is a wide range in quality among cold air intakes. Companies like Injen and K&N, popular with the aftermarket crowd offer intakes with reusable air filters, which provide the best value.
While substantial increases in horsepower are certainly realistic, always be wary of outlandish claims for increases. Depending on the model and condition of the vehicle, a gain of ten to twenty horses is certainly realistic. Warranties can often serve as a good indicator of quality. Many manufacturers with quality products will offer lifetime or million mile warranties.
As the range in quality goes so follows the one of price. Typically one need not search far for the best prices are as they are most often online with wholesalers like The Parts Bin. The most reliable and quality assured merchants will generally offer online support, free shipping, a toll free number, and a clearly stated price list.
It is always wise though, of course, to be cognizant of fraud. Off shore operators have a penchant for promising cheap and inauthentic parts to naive customers. Any car, truck, van, or SUV could get a great boost to its engine's efficiency without compromising its fuel's efficiency.
In fact, as an engine adapts to the more conditions that allow it to operate at its best, it will often over time adjust to use less fuel overall and actually increase the fuel economy of the car.

What are some cheap performance upgrades I could do to my car?
I have a 1999 Mitsubishi Eclipse. I already have cold air intake, chrome headers, and exhaust...
Chips are not the way to go. Remapping your ECU is. For example on my 1998 BMW 328is, I had a K&N intake, and gained 9 hp at the redline. After having my ECU remapped by the guys at speed tuning USA, I gained 27 hp, and 23 ft lbs of torque, for $200. That's a great deal, and with your setup, you could get more than I did. I'll post the link, send them a message telling them your setup, and they'll be able to tell you exactly what you could expect from an ECU overhaul. They are extremely knowledgable. I recommended them to about 40 people here on Yahoo, and quite a few have actually listened, and they all thanked me numerous times. My cousin brought sent his ECU to them, ( he had a Mercedes SL, and he actually gained 40hp in the midrange RPMs!!). You have nothing to lose by checking them out!
